Norma jurídica para el uso de la bicicleta en la ciudad de Ibarra previo a la obtención del título de abogada

Abstract

This research was entitled "Legal rule for the use of bicycles in the city of Ibarra", which focused its interest on the use and regulation of bicycles in the aforementioned city since the pandemic. The general objective was to explore the possibility of justifying an ordinance or legal norm that regulates the use of said means of transport in the city of Ibarra. In this sense, the specific objectives were the following: a) describe the current regulations for the use of bicycles in the country; b) review the legal norms of other cantons of Ecuador and other countries regulating the use of bicycles, which served as a reference for the proposal of an ordinance for Ibarra; and c) propose a municipal ordinance regulating the use of bicycles in the city of Ibarra, for which some regulations on the matter at the national and international level were reviewed. This was a documentary investigation that was supported by the techniques of the interview and the survey, which allowed to have the opinion of both the authorities and the population of Ibarra, who expressed the need to have a regulatory norm for the use of the referred medium. Of transport. The methods used were the comparative and the legal partner, with the support of the deductive method. This investigation is important for the citizens of the city and the citizens of Ibarra, because it would discipline the use of the bicycle and would force the authorities to carry out road adjustments for its circulation. In conclusion, due to the inexistence of a regulatory regulation for the use of bicycles in the aforementioned city, this work proposed an ordinance project that could well be considered by the competent authorities, in order to promote a friendly and sustainable city.
