Derecho a la inclusión para las personas con discapacidad en el Sistema Privado de Educación Superior del Ecuador dentro del Cantón Ibarra, Provincia de Imbabura

Abstract

The Ecuadorian State must guarantee equal access to education, so several governmental entities have been created in order to regulate compliance with the Constitutional regulations and guarantee the universal right of equal access to education. With this background, the objective of the research is to analyze the current national regulations on educational inclusion through a case study in two private higher education institutions in the canton of Ibarra, in order to evaluate their effectiveness of compliance and their effects on educational access to students with disabilities. The qualitative and analytical approach was used as materials and methods; and interviews with academic authorities and students of both schools were applied as research instruments. Through the intervention of legal professionals, it became evident that access to education should be based on principles of equality and equity as a natural right, a human right of social and cultural nature linked to their own dignity, as long as the person has sufficient physical and/or mental capacity that does not generate afflictions in their academic level. It was observed that there is indeed training and cooperation on the part of the authorities and teachers of both institutions in order to provide a decent education to students with disabilities through methodological didactic guides and specialized protocols. Although internal policies of higher education institutions in the canton still need to be strengthened, it is concluded that there is full recognition of the right to inclusion by the universities studied.
