Título : Rehabilitación del parque Boyacá y una casa de tres patios conectados a través de un circuito gastronómico en el centro histórico de Ibarra

Resumen : This study aims to the investigation in the field of architectonic urban rehabilitation and gastronomic devaluation at Ibarra Historical Center by delimiting a sector according to the found necessities levels. To determine the needs and the problems, it is done surveys, interviews and empiric conversation, identifying 3 neighborhoods due to their historical memory that currently has lost their identity. The main characteristic in the neighborhoods are the civil and religious architecture with republican and traditional gastronomy that few recognized restaurants still offer due to the fast food places. The historical center of Ibarra city lacks cultural public places, recreation and green areas where people can feel part of the cultural patrimonial and constructed environment and there is no revitalization and rehabilitation proposal to patrimonial places and buildings. For this reason, it is proposed a cultural gastronomic circuit in the oldest neighborhoods across Olmedo, Juan Jose Flores and Simon Bolivar streets where it is seen a historical architecture environment, restaurants, traditional places; furthermore, Boyacá Park is a relevant place that helps to the strengthening of culture and tradition also a house with three yards being the only one with architectonic characteristic. The patrimonial landscape of the city is closely connected with the urban development where the revitalization and revalorization of parks and buildings are necessary for the conservation. Boyacá Park preservation provide elements to environmental, social and touristic development at the same time promotes the spreading and recognition of cultural identity as a result it will increase the local economy taking advantage of the current heritage. Boyacá Park is the oldest milestone and important heritage of the city that has to be rehabilitated, protected and enhanced to recover the identity that will help to the sector to have a better-quality life. The three-yard house has characteristics that makes unique in the study area such as principal yard (entry), second yard (service) and the third yard (garden) that was built after the earthquake following the stablished regulation, the house is considered as an example of ibarreña traditional architecture. It is studied 2 reference that highlight the importance of given a new use to patrimonial buildings with other activities like Alabado museum in Quito to avoid the deteriorations and abandon. The mentioned streets are the oldest of the city, by doing the route through the circuit is known the urban milestone, parks, squares and heritage buildings such as Santo Domingo church, The Catedral, The Merced and San Agustín also Pedro Moncayo Park, The Merced “Victor Manuel Peñaherrera” Park, The Cuartel cultural center, The Torreon and heritage houses furthermore the gastronomy that are still conserved. The Project is done in three fields: urban (Natural heritage), architectural (asset heritage) and cultural (gastronomic heritage) in order to carry out a comprehensive proposal so that will help the spreading and finding of historical center with attractive spaces that will function as a connection between Boyacá Parks and tree-yard house. To do this, it is revised basic concepts, regulations and applied theories such as urban red theory where the idea is to generate points of interest; share space, pedestrianization and low traffic. An analysis and prioritization of needs is carried out in Santo Domingo, San Agustin and La Merced neighborhood, due to this project is immersed in three transcendental neighborhoods of Historical center, it is operated in comprehensive way in order to contribute to the reactivation and revitalization of the whole sector of different places of attraction due to the social characteristics and the gastronomy are elements of relation and common interest, it is proposed to take action through a gastronomy circuit that add all different activities. The project starts with the intervention of a public space, Boyacá Park, a historic milestone of the city due to the diversity of events; it is proposed its recovery as a quality space and accessible to the city. At the end of the gastronomic circuit, it is necessary a space that contribute to the revalorization of the local gastronomy, and it is identified an asset heritage that is unique for its three yards to the architectural proposal. This architectural rehabilitation project allows to continue keeping the value and the homogeneity in the historic center and also preserving the traditional architecture. To recover its habitability, it is necessary give them a use according to the sector necessity in order to provide vitality and solve the current issue. By developing a comprehensive project of urban architectonic rehabilitation contribute to the urban development, architectonic conversation and the improvement in the social, cultural, economic and touristic area to the reactivation of the historic center.
Descripción : El presente estudio corresponde a la investigación en el ámbito de rehabilitación urbana arquitectónica y la revalorización gastronómica en el Centro Histórico de Ibarra, delimitando un sector de acuerdo al nivel de necesidades encontradas. Para determinar las necesidades y los problemas, se realizan, encuestas, entrevistas y conversaciones empíricamente, identificando 3 barrios por su memoria histórica, que en la actualidad han perdido su identidad. La característica principal en los barrios es la arquitectura civil y religiosa de estilo republicano y la gastronomía tradicional que aún se ofrece en algunos restaurantes poco reconocidos, debido a la presencia de patios de comida rápida. El centro histórico de la ciudad de Ibarra carece de espacios públicos culturales, de recreación y áreas verdes, donde las personas puedan sentirse parte del entorno patrimonial cultural y construido, y no existen propuestas de revitalización y rehabilitación de los espacios y edificios patrimoniales. Por esta razón se propone un circuito gastronómico cultural, en los barrios más antiguos por las calles, Olmedo, Juan José Flores y la Simón Bolívar donde al transitar se observa un entorno arquitectónico histórico, restaurantes y huecas tradicionales además como puntos de encuentro relevantes para el fortalecimiento de la cultura y la tradición el parque Boyacá y una casa de tres patios siendo la única con estas características arquitectónicas. El paisaje patrimonial de la ciudad, está estrechamente vinculado con el desarrollo urbano donde la revitalización y la revalorización de parques y edificaciones son actuaciones necesarias para su conservación. La preservación del parque Boyacá provee elementos para el desarrollo ambiental, social y turístico y a la vez impulsa el esparcimiento y reconocimiento de la identidad cultural, como resultado aumentará la economía local aprovechando el patrimonio existente. El parque Boyacá es uno de los hitos patrimoniales más antiguos e importantes de la ciudad, debe ser rehabilitado, protegido y realzado para recuperar su identidad brindando al sector una mejor calidad de vida. La casa de tres patios a intervenir tiene características que la hacen única en el área de estudio, como: el patio principal (ingreso), el patio secundario(servicio) y el tercero (huerto), fue construida con normativa establecida después del terremoto, la vivienda es considerada un ejemplo de la arquitectura tradicional ibarreña. Se estudian 2 referentes que resaltan la importancia de darle un nuevo uso a edificaciones patrimoniales con otras actividades como el Museo del Alabado en Quito para evitar su deterioro y abandono. Las calles mencionadas son las más antiguas de la ciudad, al realizar el recorrido por el circuito se conoce hitos urbanos, parques, plazas y edificios patrimoniales como las iglesias Santo Domingo, La Catedral, La Merced y San Agustín asimismo el parque Pedro Moncayo, parque la Merced “Víctor Manuel Peñaherrera”, Centro Cultural el Cuartel, el Torreón y viviendas patrimoniales, además de la gastronomía local que aún se conserva. El proyecto se realiza en tres ámbitos: urbano (Patrimonio Natural), arquitectónico (bien patrimonial) y cultural (Patrimonio Gastronómico) con el fin de realizar una propuesta integral, de modo que, el centro histórico sea un lugar de esparcimiento y encuentro, con espacios atractivos y que sirvan de conexión entre el parque Boyacá y la casa de tres patios. Para ello, se revisan conceptos básicos, normativas y teorías aplicadas, como la teoría de la red urbana donde la idea es generar puntos de interés; el espacio compartido, la peatonalización y tráfico calmado. Se realiza un análisis de los barrios Santo Domingo, San Agustín y La Merced, se jerarquiza las necesidades, al estar este proyecto inmerso en tres barrios trascendentales del Centro Histórico se maneja de manera integral para contribuir en la reactivación y revitalización de todo el sector con distintos lugares de atracción. Por las características sociales y siendo la gastronomía un elemento de relación e interés común, se propone intervenir mediante un circuito gastronómico que articule las diferentes actividades. El proyecto inicia con la intervención de un espacio público, el Parque Boyacá, un hito histórico de la ciudad por la diversidad de acontecimientos, se propone su recuperación como un espacio de calidad y accesible para la ciudad. Para el final del circuito gastronómico se hace necesario un espacio que aporte en la revalorización de la gastronomía local, y se identifica un bien patrimonial único por sus tres patios para la propuesta arquitectónica. Este proyecto de rehabilitación arquitectónica permite que se siga manteniendo el valor y la homogeneidad en el Centro Histórico, así también se conserva la arquitectura tradicional. Para recuperar su habitabilidad, es necesario darles un uso acorde a las necesidades del sector, para brindar vitalidad y solucionar problemáticas actuales. Al desarrollar un proyecto integral de rehabilitación urbana-arquitectónica se aporta al desarrollo urbano, conservación arquitectónica y el mejoramiento en el ámbito social, cultural, económico y turístico del sector para la reactivación del Centro Histórico.
